In response to your "soapbox" - While it may be a pet peeve of yours when authors use the word "decimate" to describe great destruction, they are in all probabilty using the word correctly.  The derivation of the word is based on reduction by 1/10, but the current definition includes destruction generally.  For many that is the preferred definition. See, e.g., definitions of decimate:

(selective definitions from Merriam-Webster online dictionary):

3a: to reduce drastically especially in number <cholera decimated the population>
3b: to cause great destruction or harm to <firebombs decimated the city> <an industry decimated by recession>

(from Oxford online dictionary):

verb [with  object]
  • 1kill, destroy, or remove a large percentage or part of: the project would decimate the fragile wetland wilderness the American chestnut, a species decimated by blight
  •  drastically reduce the strength or effectiveness of (something): plant viruses that can decimate yields
  • 2 historical kill one in every ten of (a group of soldiers or others) as a punishment for the whole group.
In addition, one would not use "annihilate" or "obliterate" in place of decimate as each of those denotes the meaning of destroying or defeating *utterly* and decimate suggests merely *great* destruction (not complete).
